The National Public Procurement Service (Sercop) is the governing body of the National Public Procurement System (SNCP), responsible for developing and managing the Official Public Procurement System of Ecuador (SOCE) and for establishing the policies and conditions for public procurement at the national level.

Article 288 of the Constitution of Ecuador states: "Public procurement shall comply with criteria of efficiency, transparency, quality, environmental and social responsibility...".

To manage the control, distribution, administration, use and handling of the Institution's assets and inventories, with the aim of ensuring their conservation and custody at all times in all areas and throughout their life cycle.
