To manage and propose policies, plans, programmes and projects for the processes related to the management of human talent of teaching staff, managers, employees and workers, in accordance with current regulations and in accordance with the needs of the Quevedo State Technical University.

To be a Directorate that provides effective and efficient services and products to teaching staff, managers, employees and workers in order to promote an organisational culture of excellence for the benefit of the university community.

  • Effectively manage the human resources management sub-systems.
  • To provide timely and efficient services and products to the Institution's staff.
  • To increase the productivity of human capital within the institution, through innovation and implementation of new processes.
    • To formulate, design and establish the human resources policies and guidelines of the Quevedo State Technical University.
    • Establish, implement and evaluate the human resources recruitment policy of the Quevedo State Technical University.
    • To keep the files of the university's academic staff, employees and workers up to date.
    • Planning, coordinating and implementing training programmes for university staff.
    • Execute and advise on the implementation and development of human talent management subsystems and programmes.
    • Conduct performance evaluation of administrative staff and workers.
    • To manage the process of recruitment and selection of personnel that allows the Quevedo State Technical University to have suitable personnel, based on the profile of competencies established for each position.
    • Propose and disseminate manuals, procedures, regulations, instructions and other norms that are necessary for the fulfilment of the objectives of the State Technical University of Quevedo, which are related to the management of human talent.
    • To administer the remuneration system for the employees of the State Technical University of Quevedo.
    • Define plans, programmes and strategies for the continuous improvement and use of the human talent of the Quevedo State Technical University.
    • Regularly monitor and control transfers, transfers and administrative changes of staff and report to the Rector.
    • Handle cases involving disciplinary sanctions of civil servants.
    • Advise on the proper application of legal regulations, policies, systems, procedures, techniques and practices related to human talent.
    • Comply with and enforce compliance with the Organic Law of Higher Education, the Organic Law of Public Service, the Labour Code, the Collective Bargaining Agreement of Workers and other laws and internal regulations of the Quevedo State Technical University, within the scope of its competence.
    • Propose the Labour Protection and Social Welfare Plan for the human talent of the Quevedo State Technical University.
    • To arrange for the person responsible for Occupational Health and Safety to continuously update the safety and risk management plan.
