Its objective is to grant scholarships to natural persons who enjoy the rights of Ecuadorian citizenship so that they can study at a higher technical or technological level and third level in institutions of higher education in the country.

These scholarships are aimed at priority groups, historically excluded or discriminated against and those who are entitled to this right by law, in order to guarantee their access, permanence, territorial mobility and graduation from the higher education system through mechanisms of inclusion and social equity, in accordance with current regulations; under criteria of progressiveness, academic excellence and relevance.
